A surface light-emitting device is provided wherein a catalytic reaction can be efficiently performed without the use of an ultraviolet lamp, an ultraviolet LED, or another such external ultraviolet light source, even in the case of a highly UV-absorbing contaminated fluid that cannot be treated with an external light source. Another object is to provide a ceramic filter that can be easily manufactured at low cost, is provided with a photocatalyst, and has a function for decomposing organic matter or for sterilizing bacteria and viruses. The present invention provides a surface light-emitting device having a surface emitter which has a function for emitting visible light or ultraviolet light by electroluminescence, and also having multiple through-holes formed as channels for a fluid in a direction orthogonal to the surface of the surface emitter. The present invention also provides an optically assisted ceramic filter composed of a ceramic filter having multiple channels, and a photocatalytic layer and surface emitter disposed on a side surface of the ceramic filter.
