The carrier includes a lipid based particle comprising a cationic lipid, a cholesterol, a neutral phospholipid, and a neutral lipid, wherein the cationic lipid is about 100 parts by weight, the cholesterol is about 25-100 parts by weight, the neutral phospholipid is about 25-100 parts by weight, and the neutral lipid is about 25-150 parts by weight. The invention also provides a method of preparing the lipid carrier.
