PROBLEM TO BE SOLVED: To provide a skin cosmetic which improves the permeability of carnitines into the skin as compared with conventional one, enhances the effect of carnitines further than before and suppresses stickiness of the skin after application.SOLUTION: There is provided a skin cosmetic which comprises the following components (A), (B) (C) and (D): (A) 0.01 to 3 mass% of a compound selected from carnitine, a derivative thereof and a salt thereof, (B) 0.01 to 3 mass% of a basic amine having 4 or 5 carbon atoms, (C) 1 to 18 mass% of an oil solution which is liquid at 25°C and (D) water, wherein the mass ratio [(A)/(B)] of component (A) to component (B) is 0.1 to 5.5.SELECTED DRAWING: None【課題】カルニチン類の皮膚への浸透性を従来よりも向上させ、これまで以上にカルニチン類の効果を高め、さらに、塗布後の肌のべたつきを抑制した皮膚化粧料を提供する。【解決手段】次の成分（Ａ）、（Ｂ）、（Ｃ）及び（Ｄ）：（Ａ）カルニチン、その誘導体及びそれらの塩から選ばれる化合物 ０．０１～３質量％、（Ｂ）炭素数４又は５の塩基性アミン ０．０１～３質量％、（Ｃ）２５℃で液状の油剤 １～１８質量％、（Ｄ）水を含有し、成分（Ｂ）に対する成分（Ａ）の質量割合［（Ａ）／（Ｂ）］が、０．１～５．５である皮膚化粧料。【選択図】なし
