To provide a measuring device having improved convenience when estimating a state of health of a subject, and to provide a measuring method and a measuring program.SOLUTION: A measuring device includes a first measuring unit and a control unit. The first measuring unit measures at least one of percutaneous arterial oxygen saturation (SpO) and a blood flow rate of a subject.
