The present invention does not generate the electromagnetic waves unlike products using electric heating wires, solves problems of the electrolysis due to the corrosion of an electrode rod by the salt hot water, utilizes the heating action generated from the electrolysis, and is easy to use and carry by being produced in a charging type capable of expressing a heat persistence effect for an hour with about 5 minutes of charging.
