The present invention comprises a low adjuvant content, high taste-masked pharmaceutically active ingredient content films having enhanced flexibility, structural integrity and uniformity. The invention also includes a novel method of producing the inventive compositions which are evenly distributed throughout the film which method comprises the steps of-providing a pharmaceutically active agent/taste-masking agent complex mixing said complex with a water soluble polymer and a solvent in a manner, to minimize the incorporation of air into the mixture, to form a mixture of uniform distribution of complex therein casting said mixture onto a planar carrier surface to form a thin film on said carrier surface and drying controllably said thin film so as to form a distribution variance of the complex having less than about 10% variance throughout any given area of said thin film.
