The present invention provides a method for large-scale production of polymer particles containing very high negative charges on the surface of the particles. Preferably the polymer is pharmaceutically acceptable. The negative charge is provided by a chemical group such as carboxyl, sulfonate, nitrate, fluoride, chloride, iodide, persulfate and many other groups, with the carboxyl group being preferred.
