PROBLEM TO BE SOLVED: To provide a controller for a vehicle and an electric vehicle, which allow an operator to start running of a vehicle by a step running mode at timing desired by the operator and contribute to cost reduction.SOLUTION: The controller 40 for a vehicle is the controller for the electric vehicle 1 having running modes including a normal running mode and the step running mode, and an operation lever 30 which is an operation part for instructing a running form in the normal running mode, and controls the electric vehicle 1 according to the operation position of the operation lever 30.
