The present invention relates to an ultraviolet (UV) and low-temperature treatment apparatus for increasing the functional substances in plants. The UV and low-temperature treatment apparatus, includes: a work-table which grows plants on an upper plate suspended from the floor and emits UV rays to the plants on the upper plate while moving and adjusting the UV ray irradiation location from the lower space of the upper plate； a cultivation bed including a storage hole which is arranged on the upper plate of the work-table and receives soil and a cultivation solution for growing the plants and a flow pipe for circulating and supplying water while being arranged in the soil and cultivation solution of the storage hole； a supply unit cooling the water at a temperature lower than the room temperature to exchange heat while the water passes through the soil and cultivation solution of the cultivation bed for lowering the temperature in a cultivation environment as well as circulating the water by a circulation pump after exchanging heat； a support which is installed to pass through the upper part of the cultivation bed while adjusting the height after being installed from side surfaces of the work-table in a vertical direction； a light emitting unit which emits UV rays to the upper part of the cultivation bed to increase the functional substances in the plants； and a power generation means including a bracket to adjust the location of the light emitting unit on the side surfaces of the work-table in accordance with the plant growth state by using a driving force from a servo-motor installed on the lower part of the work-table.
