PROBLEM TO BE SOLVED: To provide a hair cosmetic composition whose operability and coatability can easily be improved, when used as a foamy agent form to provide a method for using the same and to provide a hair cosmetic article.SOLUTION: The hair cosmetic composition which is constituted as a hair-dyeing agent or a hair-bleaching agent, is processed into a foamy agent form, when used, and is applied to hair in the foamy agent form, is characterized by containing (A) a 16 to 22C alkyl group-having ammonium type cationic surfactant as the first cationic surfactant and (B) a &ge10 and <16C alkyl group-having ammonium type cationic surfactant as the second cationic surfactant. The method for using the hair cosmetic composition is characterized by containing a foaming step for foaming into a foamy agent form, wherein a foaming operation in the foaming step is a foaming operation by a non-aerosol method.
