PURPOSE: A low viscosity cosmetic composition of water in oil is provided to enhance stability of a low viscosity content and convenience.CONSTITUTION: An airless cosmetic composition is impregnated into a urethane foam. The urethane foam has an open cell structure. The cosmetic composition is a water-in-oil type. The viscosity of the cosmetic composition is 2000-5000 cps. The low viscosity cosmetic composition contains 20-80 wt% of oil ingredients, 0.01-10 wt% of emulsifier, 1-35 wt% of UV protection agent, 0.5-20 wt% of pigments, and 20-60 wt% of aqueous ingredient. The oil ingredient includes vegetable oil, synthetic ester, hydrocarbon, or silicon oil. The emulsifier is a non-ionic surfactant. The pigment is polymethyl methacylate(PMMA), silica, nylon, polyurethane,ultramarine, ferric oxide, synthetic mica, talc, sericite, or boron nitride.
