1. A complex based on microbubbles, comprising: a microbubble having an outer shell containing a mixture of native and denatured albumin and a hollow core encapsulating perfluorocarbon gas； a therapeutic agent selected from the group consisting of a low molecular weight chemotherapeutic agent, a peptide, a carbohydrate, an oligonucleotide, cytotoxin protein synthesis inhibitor or a combination thereof； a bifunctional linker in which one end is attached to a therapeutic agent and the other end is attached to a ligand through interactions a reactive group on said ligand； where the ligand is bound to the outer shell of the microbubble through hydrophobic interactions. 2. The complex of claim 1, wherein the therapeutic agent is an oligonucleotide. 3. The complex of claim 2, wherein the oligonucleotide is naturally occurring or modified DNA or RNA. The complex of claim 3, wherein the RNA is a small interfering RNA. 5. A complex according to claim 1, wherein the bifunctional linker contains an oligo- or polyamino acid, a peptide, a saccharide, a nucleotide, an organic moiety having from about 1 to 250 carbon atoms, or a combination thereof. The complex of claim 1, wherein the bifunctional linker contains tetraethylene glycol (TEG) or polyethylene glycol. A complex according to claim 1, wherein the reactive group contains an activated ester, phosphoramidite, isocyanate, isothiocyanate, aldehyde, acid chloride, sulfonyl chloride, maleimide, alkyl halide, amine, phosphine, phosphate, alcohol or thiol. 8.
