The present invention provides a hydrogel composition including polyrotaxane- or pseudopolyrotaxane (PPRX)-structured macromolecular hydrogel and an osteogenesis promoting drug. A polyrotaxane- or pseudopolyrotaxane (PPRX)-structured macromolecular-based hydrogel composition according to the present invention can continuously emit an osteogenesis promoting compound for a long time by improving water solubility of the osteogenesis promoting compound encapsulated in hydrogel. In particular, in the hydrogel composition in which the osteogenesis promoting compound is encapsulated in hydrogel in the shape of an inclusion composite, the osteogenesis promoting compound is rapidly emitted, and osteogenesis is improved.
