In the hole-opening step, an installation hole is formed by drilling a target surface and the installation hole is then cleaned. In the thread-forming step, a thread-forming member is prepared and the thread-forming member is used to form an internal threading groove in the installation hole and the installation hole is then cleaned again. In the locking step, an anchoring bolt is set through a workpiece and is arranged, along the internal threading groove, in the installation hole. Through the combination of the anchoring bolt or a threaded bolt with the internal threading groove, filling with a chemical agent is no longer necessary so that deterioration of the chemical agent can be avoided.
