The present invention relates to a cosmetic composition containing a natural plant extract as an effective component for suppressing an inflammatory reaction and preventing the adsorption of fine dust. More specifically, the cosmetic composition contains at least one selected from a group comprising a retinispora leaf extract, a liriope rhizome extract, and a sweet wormwood extract, which provide a negative charge (-), and thus, the composition is capable of preventing fine dust such as exhaust fumes from factories or vehicles from making contact with skin while at the same time suppressing an inflammatory reaction caused by the adsorption of the fine dust to the skin. According to the present invention, since the natural plant extract emits the same negative charge as fine dust, the present invention is capable of preventing fine dust from making contact with the skin through electrostatic repulsive force between negative charges as well as preventing skin trouble by preventing stimulation of the skin caused by the adsorption of fine dust, or protecting skin in a clean state by preventing inflammation of the skin caused by contact with fine dust.본 발명은 미세먼지 흡착 방지 및 동시에 피부에 흡착되어 발생하는 염증반응 억제용 화장료 조성물에 관한 것으로, 보다 상세하게는 음전하(-)를 제공해주는 편백나무 잎 추출물, 맥문동 추출물, 및 개똥쑥 추출물로 이루어진 군에서 선택되는 1종 이상의 천연 식물 추출물을 유효성분으로 함유하여 공장의 매연, 자동차 배기가스 등 오염물질이 함유된 미세먼지의 피부 접촉을 방지하는 동시에 피부에 흡착되어 발생하는 염증반응을 억제하는 효능을 모두 가지는 화장료 조성물에 관한 것이다.본 발명에 따른 화장료 조성물은 상기 천연 식물 추출물이 미세먼지와 동일한 음전하를 나타냄으로써 음전하 사이의 정전기적 반발력에 의해 미세먼지의 피부 흡착을 방지할 줄 뿐만 아니라, 미세먼지의 피부 흡착으로 인한 피부 자극 발생을 차단해주어 피부 트러블 발생을 예방하거나 미세먼지와 접촉하여 발생 하는 염증반응을 방지하여 피부를 깨끗하게 보호해준다.
