PROBLEM TO BE SOLVED: To provide a new life environment to a place where its utilization as a life environment has already been difficult by a method in which an energy supply system effectively utilizing generated carbon dioxide as well in addition to heat and electricity is utilized as a basic system, and a package-type dome house having a high heat shield effect effectively utilizing electricity, heat and carbon dioxide (CO2) is added.SOLUTION: A new community where human beings can live is constructed by a method in which: a dome type house 13, made of foamed polystyrene and the construction of which is quite easy, is installed at a digging site for low-grade coal or a forest where human beings scarcely live； a power generating facility 7 is installed in the house； a plant factory utilizing carbon dioxide gas (CO2) is established therein； and a group of dwellings is established by applying the dome type house made of foamed polystyrene, the construction of which is quite easy, and which shows a superior thermal shield effect.【課題】熱、電気に加え、発生する炭酸ガスも有効活用するエネルギー供給システムを基本システムとして利用し、電気、熱、ＣＯ２を有効活用する熱遮蔽効果に高いパッケイジ型のドームハウスを付加する事により、今まで生活環境として利用が難しい場所に、新しい生活環境を提供する。【解決手段】低品位の石炭の採掘現場、又は人間の殆ど住んでいない森林の中に、建設が大変容易な発泡ポリスチレン製のドーム型ハウス１３を設置し、その中に発電設備７を設置し、ＣＯ２ガスを利用した植物工場を設営し、建設が容易で熱遮蔽効果の優れた発泡ポリスチレン製のドームハウスを使って住居群を作り、人間が生活できる新しいコミュニティを建設する。【選択図】図１
