The present invention relates to a cosmetic composition of water-in-oil type emulsion which contains ceramide having excellent skin moisturizing ability and includes high internal phase, and to a method for efficiently preparing the emulsion cosmetic composition. Specifically, the cosmetic composition is prepared by a method which comprises a step for preparing the cosmetic composition of water-in-oil type by stirring while adding 20-40 wt% of aqueous phase component from the total aqueous phase component into oil phase component； and a step for adding the water-in-oil type emulsion into the remaining aqueous phase component.본 발명은 피부 보습 능력이 매우 우수한 세라마이드를 함유하며 고함량의 내상을 포함하는 유중수형 유화 화장료 및 상기 유화 화장료의 효율적인 제조 방법에 관한 것이다. 상세하게는 전체 수상 성분중 20~40 중량%의 수상성분을 유상성분에 투입하면서 교반하여 유중수형 화장료를 제조하는 단계； 및 상기 유중 수형 에멀전을 잔량의 수상성분에 첨가하는 단계를 포함하는 방법으로 제조된다.
