According to the present invention, the device for remotely controlling a vehicle includes: a memory unit storing authentication information for remote control of a vehicle a pulsation detecting unit detecting pulsation of a wearer in a case of entering a signal reaching distance of a wake-up signal which an electric control device for a vehicle broadcasts a wireless communication unit transmitting and receiving data with the electric control device for a vehicle, wherein the data is pulsation information on an actual driver as the pulsation information for descrambling on the authentication information for the remote control of the vehicle and a control unit generating device wearer pulsation information which is the pulsation information of the device wearer by using the pulsation of the device wearer when vehicle control information is input by the device wearer, wherein the control unit also codes the authentication information for the remote control of the vehicle by using the device wearer pulsation information and transmits encryption authentication information, which is the coded authentication information for the remote control of the vehicle, and the vehicle control information to the electric control device for a vehicle by the wireless communication unit. The control unit calculates heart rate variability (HRV) of the device wearer by using the pulsation information of the device wearer when the authentication information for the remote control of the vehicle is coded.
