A subject-matter of the present invention is a cosmetic composition in the form of an oil-in-water emulsion comprising: (1) at least one organopolysiloxane elastomer (2) at least one hydrophobic silica and (3) at least one gemini surfactant of formula (I): in which R1 and R3 denote, independently of one another, an alkyl radical having from 1 to 25 carbon atoms R2 denotes a spacer consisting of a linear or branched alkylene chain having from 1 to 12 carbon atoms X and Y denote, independently of one another, a -(C2H4O)a-(C3H6O)bZ group and n ranges from 1 to 10. The composition in accordance with the invention makes it possible to obtain mattifying properties and/or to mask skin imperfections while having good cosmetic properties, such as softness and freshness on application, a non-greasy finish, an ease of penetration and good moisturisation of the skin.La présente invention a pour objet une composition cosmétique sous la forme dune émulsion dhuile dans leau, comprenant : (1) au moins un élastomère de polyorganosiloxane (2) au moins une silice hydrophobe et (3) au moins un tensioactif gémini de formule (I) : dans laquelle R1 et R3 désignent, chacun indépendamment de lautre, un radical alkyle ayant de 1 à 25 atomes de carbone R2 désigne un groupe despacement constitué dune chaîne alkylène linéaire ou ramifiée ayant de 1 à 12 atomes de carbone X et Y désignent, chacun indépendamment de lautre, un groupe -(C2H4O)a-(C3H6O)bZ et n va de 1 à 10.
