A composition comprising: a dispersing aqueous phase； a dispersed oil phase containing a UV absorbing polymer in an amount sufficient to provide a sun protection factor (SPF) of said composition of about 2 or more in the absence of a UV shielding compound, said dispersed oil phase being stable in said dispersing aqueous phase； an oil-thickening polymer； said composition substantially free of a non-polymer UV absorber. 2. The composition of claim 1, wherein the EPI-OCULAR test score is approximately 24 hours or more. The composition of claim 1, further comprising fatty alcohol. The composition of claim 1, further comprising a fatty acid ester selected from the group consisting of butylene fatty acid ester and propylene glycol fatty acid ester. The composition of claim 4, wherein said oil thickening polymer comprises C-C alkyl cellulose. The composition of claim 1, wherein said UV absorbing polymer is selected from the group consisting of polyester, polyacrylate, polysiloxane, polyurethane and polyamide. The composition of claim 1, wherein said UV absorbing polymer comprises at least one UV absorbing moiety selected from the group consisting of a UV-A absorbing moiety and a UV-B absorbing moiety. The composition of claim 7, wherein said UV-A absorbing fragment is selected from the group consisting of tetrahydroxybenzophenones, dicarboxyhydroxybenzophenones and their alkyl ether or halide derivatives； dihydroxy, dicarboxy, and hydroxycarboxydibenzoylmethanes and their alkyl ether or halide derivatives1.
