PROBLEM TO BE SOLVED: To provide an absorber with comparably excellent water absorptivity and a sheet for human and animals, using the waste material of sanitary material of paper diapers, sanitary napkins, etc.SOLUTION: An upper absorbable paper layer part for forming the upper surface and a lower absorbable paper layer part for forming the lower surface are provided, and an absorbable mixed layer part including waste plastic crushed material, waste pulp crushed material and absorbable resin is provided between the upper and lower paper layer parts. The upper absorbable paper layer part, the lower absorbable paper layer part and the absorbable mixed layer part 3 including the waste plastic crushed material, the waste pulp crushed material and the absorbable resin between the upper and lower paper layer parts are fitted and integrally shaped.
