PURPOSE: A cosmetic composition which improves skin conditions, containing gamma-aminobutyric acid (GABA) which is generated from a novel lactic acid bacterium with a buck wheat or sea tangle extract is provided to promote collagen synthesis, to alleviate skin inflammation, and to develop and manufacture a functional cosmetic product and a pharmaceutical composition related to skin care. CONSTITUTION: A cosmetic composition for improving skin conditions contains a sea tangle extract, a buck wheat extract, and a lactic acid bacterium-cultured material which is cultured in a medium containing an ingredient selected from the group consisting of the extracts, as active ingredients. The extracts are a hot water extract or an organic solvent extract. The lactic acid bacterium-cultured material contains GABA generated from the lactic acid bacterium. A method for manufacturing the lactic acid bacterium-cultured material comprises the steps of: culturing the lactic acid bacterium in the medium； and collecting the culture.본 발명은 다시마, 메밀 등의 추출물을 포함하는 배지에서 유산균을 배양하여 수득한 배양물을 유효성분으로 포함하는 피부개선용 화장료 조성물, 상기 화장료 조성물을 포함하는 기능성 화장품, 상기 배양물의 제조방법, 상기 방법으로 제조된 배양물 및 상기 배양물을 포함하는 염증치료용 조성물에 관한 것이다. 본 발명의 피부개선효과를 나타내는 화장료 조성물은 메밀 또는 다시마 추출물과 함께 신규한 유산균으로부터 생성된 GABA를 포함하여, 콜라겐합성 촉진효과, 피부염증 완화효과 등의 피부개선 효과를 나타내므로, 기능성 화장품 뿐만 아니라 피부관련 약학적 조성물의 개발 및 제조에 널리 활용될 수 있을 것이다.
