A minimally invasive tissue incision system for creating / dissecting a variety of tendons and fibrous band structures, generating joint capsular incisions. The system is retractable to expose the cutting element and includes a piercing needle that can be used as a piercing needle to pierce the skin and other soft tissue structures. The cutting element provided in the penetrating needle can be used to incise subsequent tissue structures after initial penetration.
