PROBLEM TO BE SOLVED: To provide a skin inflammation depressant having an excellent inflammation depressant effect and improved usability, and an application implement.SOLUTION: The skin inflammation depressant is composed of an aqueous solution that contains benzalkonium chloride, and one selected from the group consisting of dibucaine hydrochloride and lidocaine hydrochloride. An application implement 10 for applying the skin inflammation depressant comprises a containing part 12 for containing the skin inflammation depressant, and an application core part 13 for exuding the skin inflammation depressant in the containing part 12.
