An oral care composition comprising: a surfactant system comprising: an anionic surfactant, a zwitterionic surfactant, a nonionic surfactant, a structure-forming agent, a lipophilic agent, and more than 20% by weight of free water. 2. The composition of claim 1, wherein the composition is a toothpaste. 3. A composition according to claim 1 or 2, wherein the structure-forming agent is a colloidal polymer that is not a type of cellulose gum. The composition of claim 1, wherein the lipophilic agent contains a mixture of flavor components. The composition of claim 1, wherein the lipophilic agent has a partition coefficient (octane-water) with a total log P value of greater than about 1.5.6. The composition of claim 1, wherein said surfactant system comprises: from about 0.5 to about 3% by weight of anionic surfactant, from about 0.2 to about 3% by weight of zwitterionic surfactant and from about 1 to about 3% by weight of non-ionic surfactant. 7. A composition according to claim 6, comprising: from about 0.1 to about 2% by weight of a structure-forming agent, from about 1 to about 3% by weight of a lipophilic agent, and from about 20 to about 40% by weight of free water. The composition of claim 1, wherein the anionic surfactant contains sodium lauryl sulfate. The composition of claim 1, wherein the zwitterionic surfactant contains cocamidopropyl betaine.
