Component (A) contains a polyoxyethylene alkyl ether sulfate (A1) and an alkyl sulfate (A2). The mass ratio (A1/A2) between component (A1) and component (A2) is 1-7. Component (C) contains a cationized guar gum (C1) and a cationized cellulose (C2). The mass ratio (C1/C2) between component (C1) and component (C2) is 2-20.
