PURPOSE: A fermented cosmetic product containing a fermented extract of grains and a method for manufacturing the same are provided to obtain a cosmetic product with improved skin elasticity and anti-wrinkling effect. CONSTITUTION: A method for manufacturing a fermented cosmetic product containing a fermented extract of germinated grains comprises the steps of: germinating grains (S100)； washing and drying the germinated grains (S200)； pulverizing the dried germinated grains in a size of 1-3 mm； mixing the pulverized germinated grains and cellulase and fermenting the mixture (S300)； adding lactic acid bacteria to the enzyme extract of the germinated grains and fermenting at room temperature for 48-72 hours (S400)； filtering the fermented product using a mesh filter to remove large particles； filtering again with a mesh filter to remove small particles (S500)； and autoclaving the fermented extract at 110-130°；C for 15-30 minutes (S600).
