An aspect of the present invention is characterized by including: (a) a step of drying catnips and forming into powder； (b) a step of generating a fragrance pill unit (10) by mixing a starch member into the fragrance powder, forming and drying the powder into a spherical shape； and (c) a step of forming a fragrance powder layer (20) by coating the fragrance powder and starch syrup on the surface of the dried fragrance pill unit (10) and drying the surface thereof.
