A method for producing a composition for preventing hair loss and promoting hair growth using medicinal herb components according to the present invention comprises: a first step of producing a first solution by aging a mixture mixed with Lemna polyrhiza L., Scutellaria baicalensis GEORGE roots, and an ethyl alcohol solution and by extracting a fermented liquid； a second step of producing a second solution by aging walnuts, torreya nuts, and water and by extracting a fermented liquid； a third step of producing a third solution by mixing Thuja orientalis leaves, Siegesbeckiae Herba leaves, liriope rhizome, licorice, morus barks, Scutellaria baicalensis GEORGE roots, sweet sedge, peppermint leaves, or peppermint stems with water in order to be boiled and cooled at room temperature； and a fourth step of mixing the first, second, and third solutions.
