A packaged catheter includes a cover attachable to a container, an intermittent urinary catheter, and a urine collection bag. The container has a closed bottom and an opening formed in a proximal end of the container and communicating with a container cavity. The intermittent urinary catheter has a proximal portion insertable into a bladder and a handle portion connected to the proximal portion； and a urine collection bag connected to the handle portion of the intermittent urinary catheter. The handle portion of the intermittent urinary catheter is inserted into the opening formed in the proximal end of the container to provide a sealing structure between the handle portion and the opening in the container.
