PROBLEM TO BE SOLVED: To provide a component concentration measurement device and method allowing for improvement of quantitative accuracy in measurement of a component concentration in an organism.SOLUTION: A component concentration measurement device 1 comprises: a light irradiation part modulating intensity of two lights having different wavelengths by signals having same frequencies and same phases, then irradiating a measurement target object 10 with the lights; a detection part detecting a photoacoustic wave which is generated in the measurement target object 10 by irradiation by the light irradiation part, then converting the photoacoustic wave into a first electric signal; and a processing part obtaining concentration of an object component 10G in the measurement target object 10 based on an amplitude and a phase of the first electric signal.
