PROBLEM TO BE SOLVED: To provide a low-scent hair conditioning composition that allows hair to be kept neatly in place and moisturized when finished, without causing greasy stickiness.

SOLUTION: The hair conditioning composition includes the following components (A), (B) and (C), and contains no more than 80 ppm of R1OH (in the formula, R1represents a linear or branched alkyl group or alkenyl group having 8 to 12 carbon atoms). (A) is a compound represented by a general formula (1) R1O-(PO)n/(EO)m-R2(in the formula, R1represents a linear or branched alkyl group or alkenyl group having 8 to 12 carbon atoms, PO represents a propyleneoxy group, EO represents an ethyleneoxy group, the average number of moles added (n) is 1.5 to 3.0, the average number of moles added (m) is 0 to 1.0, and R2represents a hydrogen atom or a methyl group), (B) is a surfactant other than component (A), and (C) is an oily component.
