The present invention relates to a deoxidant, a packaging paper packaging the deoxidant, and a method for manufacturing the packaging paper, wherein the deoxidant suppresses the microwave absorption of iron itself, which is a main ingredient of the deoxidant, to suppress the increase in the internal temperature of the packaging paper and the expansion of the packaging paper due to moisture evaporation, thereby preventing the damage of the packaging paper in advance. The deoxidant of the present invention is composed of an iron powder, a carrier, and a promoter for promoting the oxidation of the iron powder, wherein the iron powder is blended with granular diatomite or powdered diatomite and the mixture is press-mixed by a ball mill or rod mill, thereby allowing the iron powder to be stuck in the diatomite granules or coated on the diatomite granules. According to the deoxidant, the packaging paper packaging the deoxidant, and the method for preparing the packaging paper of the present invention, the microwave absorption of iron itself, which is a main ingredient of the deoxidant, is suppressed.
