PURPOSE: A dermatitis prevention composition and a cosmetic using thereof are provided to improve the moisturizing effect for preventing and treating xeroderma, and to recover damaged skin barriers. CONSTITUTION: A dermatitis prevention composition contains 20~30 parts by weight of a herb medicine extract including amaranthus retroflexus, santali alba lignum, gleditsiae spina, caryophylli flos, cypress timber, white birch sap, magnoliae cortex, polygoni cuspidati radix or portulacae herba for 100 parts by weight of 30% hydrated butylene glycol. The contents of all herb medicine extract ingredients are the same. A cosmetic using the dermatitis prevention composition contains the 100 parts by weight of purified water and 5~20 parts by weight of mixed extract of the dermatitis prevention composition.피부건조증 예방 및 완화를 위한 보습효과가 뛰어나고, 손상된 피부장벽에 대한 회복이 빠르며 장기간의 사용에도 인체에 무해한 안정성이 보장되도록, 명아주, 백단향, 조각자, 정향, 편백나무, 자작나무수액, 후박, 호장근, 마치현 중 적어도 어느 하나인 생약재물과 30중량% 함수 부틸렌글리콜을 포함하는 혼합추출물로 이루어지는 피부염 예방 약재 조성물과 이를 이용한 화장품을 제공한다.
