A process for making particles comprising a hydrophobic dopant for subsequentrelease therefrom is disclosed. The process comprises providing an emulsioncomprising a hydrophilic phase and a hydrophobic phase dispersed in thehydrophilic phase, and reacting the precursor material to form the particlescomprising the dopant therein. The hydrophobic phase comprises a precursormaterial and the dopant.
