The present invention relates to a drug delivery technology, and more specifically, to a method of preparing a fibrous scaffold having a core-shell structure. The fibrous scaffold has a core portion loaded with bone morphogenic proteins, and a shell portion loaded with cobalt ions within a range that does not exhibit cytotoxicity, and therefore can significantly enhance the ability to form blood vessels and bone in the cells and tissues.
