PROBLEM TO BE SOLVED: To provide: a secondary battery capable of being charged/discharged even at room temperature, high in energy density, and using no lithium as conduction species; and an electrode layer and an electrolyte layer capable of being used in the secondary battery.SOLUTION: An electrode layer includes an electrode active material and a solid electrolyte. The solid electrolyte is fused on the surface of the electrode active material, and contains phosphor, sulfur and at least one component selected from among sodium, potassium, rubidium, cesium, francium, beryllium, magnesium, calcium, strontium, barium and radium.
