PROBLEM TO BE SOLVED: To determine whether the quality of nursing services to a patient who makes a call is high or low as accurately as possible.
SOLUTION: The quality of nursing services is determined to be low except for the case that the quality of a series of nursing services to the patient turns out to be high as a result, since a master unit control unit 31 determines that the quality of nursing services is low when a time from a call to a response is longer than a first predetermined time, that the time of conversation between the patient and a medical worker is shorter than a second predetermined time, that a time until the medical worker arrives at a sickroom after finishing the conversation is longer than a third predetermined time and that a time when the medical worker is present in the sickroom is shorter than a fourth predetermined time, and since the master unit control unit 31 determines that the quality of nursing services is low only in such a case that a response to the patients call is slow, that a conversation time is short, that the time until the medical worker arrives at the sickroom after finishing the conversation is long and that a time when the medical worker is present in the sickroom is short.
