The roof garden substrate comprises a decay-resistent support plate with water reservoir chambers (6), which are open to the top and which each hold a foamed absorbent filler body. The bottom of the chambers is perforated to allow excess water to drain from the filler bodies into the drainage zone below. The fillers are pref. provided by filling the reservoir chambers with foam from a dispersing and mixing head, which is moved at the foaming station over the continuously passing support plates.
