PROBLEM TO BE SOLVED: To improve flexibility at drying without damaging rinsing performances.SOLUTION: The method for producing a vesicle composition comprises: a step (S11 to 12) of dissolving an oil phase including (A) a 14-24C linear or branched fatty acid or a mixture thereof, and (B) a tertiary amine compound at a temperature higher than the melting point of the oil phase and a step (S13) of adding a first aqueous phase to the dissolved oil phase, to cause phase-conversion emulsification.
