The present invention relates to a composition for promoting hair growth or preventing hair loss, and more particularly, to a composition which shows excellent stability to a skin, has no side effects, promotes hair growth, delays hair loss and therefore, exhibits excellent effects of promoting hair growth and preventing hair loss. The composition of the present invention contains a material belonging to a ceramidase inhibitor, a glycol, a lower alcohol of C1-C5 and water and therefore, is safe, shows no side effects, is allowed for a long-term and consistent use, remarkably promotes hair growth and accordingly has excellent hair growth and hair loss prevention effects and in addition thereto, shows an inflammation diminishing effect.본 발명은 발모촉진, 탈모방지 또는 염증완화용 조성물에 관한 것으로, 보다 상세하게는 피부에 대한 안정성이 우수하고 부작용이 없으며 모발 성장을 촉진하고 탈모를 지연시킴으로써 발모촉진 및 탈모방지 효과가 우수한 조성물에 관한 것이다. 본 발명에 따른 조성물은 세라미다아제 저해제에 속하는 물질과 글리콜, C1-C5의 저급 알코올 및 물을 함유함으로써, 안전하고 부작용이 없으며, 장기간 지속적으로 사용 가능하고, 모발의 성장을 현저하게 촉진시켜 우수한 발모 또는 탈모방지 효과를 가지며, 추가적으로 발모 촉진과 함께 염증 완화 효과를 나타낸다.
