Provided are a fixing device and a vinyl house including the same. The fixing device comprises a frame unit, a fixing pad unit, an opening/closing vinyl unit, and an opening/closing pipe. The frame unit includes a plurality of vertical frames and a plurality of horizontal frames which are vertically arranged to each other. The fixing pad unit is arranged in a horizontal frame and fixes vinyl. The opening/closing vinyl unit is fixed in the fixing pad unit and opens/closes a side window, a roof lower window, and a roof upper window. The opening/closing pipe is wound on the opening/closing vinyl unit or is released from the opening/closing vinyl unit, is rotated between a boundary horizontal frame and a top roof upper horizontal frame, and allows the opening/closing vinyl unit to open or close the roof upper window. The vinyl house includes a stopper and a touch preventing unit. The stopper is combined with the vertical frame of the vinyl house to be rotated, winds the opening/closing vinyl unit, and stops and fixes rotation movement of the opening/closing pipe which is rotated in the direction of the fixing pad unit. The touch preventing unit covers the stopper and allows the opening/closing pipe to move while being in close contact with a flat upper surface in order to prevent the opening/closing pipe from touching the fixing pad unit when the opening/closing pipe passes over an upper end of the fixing pad unit.
