The present invention relates to a makeup composition having reduced transfer, and a preparation method therefor. Particularly, the present invention provides a wax-free makeup composition comprising: a silicate-based film-forming agent； a silsesquioxane-based film-forming agent； a plate powder； and a spherical powder. In addition, the present invention provides a method for preparing the wax-free makeup composition, comprising the steps of: a) mixing a silicate-based film-forming agent, a silsesquioxane-based film-forming agent, a plate powder and a spherical powder； and b) forming a paste type composition by adding a hydrocarbon oil to the mixture. According to the present invention, the makeup composition has reduced transfer and an improved lasting property, but the moisturization and applicability thereof are not reduced compared with those of a conventional composition, and a preparation method therefor improves processing convenience and production efficiency.
