A biometric information acquisition unit 2 acquires biometric information of a driver of the vehicle in self-driving mode. A determination unit 21 determines the necessity of controlling the vehicle, on the basis of the state measured by the external measurement unit 4. When the determination unit 21 determines that it is necessary to control the vehicle, an arousal state measurement unit 22 digitizes an arousal state of the drive, on the basis of the biometric information acquired by the biometric information acquisition unit 2.
