PROBLEM TO BE SOLVED: To provide a transition metal-containing and nitrogen-containing polymer material capable of forming active spots of many catalysts in various electrode material applications.SOLUTION: There is provided a transition metal-containing and nitrogen-containing polymer material satisfying following conditions (i) to (ii). (i) A mole fraction of a nitrogen atom to a carbon atom is 0.3 or more. (ii) A concentration of a transition metal in an area having a distance of at least 2 μm or more from an outer periphery to an inner part on a cross section of particles of the transition metal-containing and nitrogen-containing polymer material is 0.01 mass% or more and 15 mass% or less.
