PROBLEM TO BE SOLVED: To provide the manufacturing method of a stable oil-in-water emulsion composition in which microparticles are uniformly dispersed.SOLUTION: In the manufacturing method of the oil-in-water emulsion composition, a mixture containing (A) a surfactant, (B) an oily component in a liquid state at 25°C and (C) water is formed into high pressure fluid, the high pressure fluid jetted from a jetting nozzle 11 is made to collide with a spherical hard body rotatably supported in a chamber for collision by a collision device 1 and emulsification is performed. In the collision device, a first jet nozzle 11 and a second jetting nozzle 12 are provided, to jet the fluid toward the hard body to make the jet stream collide against positions different from each other on the surface of the hard body.
