PROBLEM TO BE SOLVED: To provide a wrapping and cutting device capable of performing positioning accurately in a simple constitution having a small number of components while corresponding to wear of shutter pieces.SOLUTION: The wrapping and cutting device wraps and cuts a food material passed in a cutting area by opening/closing the cutting area with plural shutter pieces 30 rotated with each rotation shaft as a center. The shutter piece 30 includes: a shutter member 31 including a guide hole 31a formed in a base part a pedestal part 32 attached on the rotation shaft attachably/detachably and fitted in the guide hole 31a and an adjustment screw 33 adjusting a position of a tip of the shutter member 31. The pedestal part is fitted into the guide hole in a state in which a contact face 32a of the pedestal part 32 is in surface contact with a guide face 31d of the guide hole 31a.
