The 15 invention attains the stated object in that the triggering mechanism (13) can be coupled to the arresting unit (9) and the reel (5) in such a way that the clamping unit (11) is actuated when a torque acts on the reel (5) in the negative direction of rotation and the reel (5) is arrested by the arresting unit (9).
