A method for forming a sheet-like member comprising: conveying, in a predetermined direction, a continuous sheet in which a plurality of elastic members are arranged side by side in a CD direction and secured to an area that at least corresponds to a high stretch area, the plurality of elastic members being continuous in the predetermined direction in a stretched state; and cutting and making each of the plurality of elastic members contract at one point in the conveyance direction in an area corresponding to a low stretch area so as to form the high stretch area and low stretch area. When the continuous sheet passes between a cutter roll and an anvil roll opposing each other, a plurality of cutter blades disposed on the outer circumferential surface of the cutter roll and displaced from one another in the CD direction are pressed toward the anvil roll to cut the plurality of elastic members. After one of the elastic members is cut by one of the plurality of cutter blades, another cutter blade which is to cut the next elastic member will already be pressed toward the anvil roll while the one of the plurality of cutter blades is still being pressed.
