PROBLEM TO BE SOLVED: To provide a high-density vesicle water dispersion which is at a low viscosity notwithstanding the nonuse of a special viscosity-reducing agent.SOLUTION: This vesicle water dispersion contains a vesicle composed of a mixture of 10 to 50 mass% mono-long-chain cationic surfactant, 30 to 70 mass% di-long-chain cationic surfactant and 0 to 30 mass% tri-long-chain cationic surfactant as a membrane forming component.
